Gap Analysis is one of the first steps of the SMS implementation. It involves an assessment of the gap between the knowledge, skills and attitudes that the people in the organization currently possess with regard to safety and the knowledge, skills and attitudes that they require to meet the organization’s objectives. At its core are two questions: "Where are we?" and "Where do we want to be?"
